The universities in Bremen continue to apply the so-called civil clause, which prohibits research for military purposes. The government majority voted against the motion. CDU science politician Susanne Grobien had previously argued for its abolition. The clause no longer achieves its own goal, because civilian and military research can no longer be neatly separated, according to Grobien. She received support from the FDP.
Both groups also referred to a recent report commissioned by the Science Department. It concludes that the civil clause is unconstitutional. Tim Sültenfuß from the Left, however, doubted in the debate that the expert opinion took all legal aspects into account.

The so-called civil clause stipulates that research at Bremen universities is only permitted for peaceful purposes. According to a new report, this rule is unconstitutional.
